Default Publisher 2000 upgrade cost & compatibility?

I am finding some limitations that are becoming a small problem with my Pub.
2000. I cannot exchange, view or edit files or use any type of publisher
files from a newer version. I was thinking that I needed to upgrade, but
after reading some Q&A from this site I'm not so sure. Is my 2000 going to be
compatible with any new Publisher? Will my data and files transfer into new
version and work? What is the best and most cost effective way to solve this?

1. If you purchase Publisher 2003, this will allow you to open Publisher
2000 files.
2. Publisher 2000 files that are opened in Publisher 2003 will lose some
formatting, most notable is WordArt.
3. Publisher 2003 will allow you to "Save As" Publisher 2000. However, you
will lose some formatting because Publisher 2000 doesn't have the same
feature set as Publisher 2003.
4. You might want to look at eBay.com for a used copy of Publisher 2003 to
save some bucks, or get the full warranty and head to your local Best Buy or
CompUSA and pick up a new copy of Publisher 2003.

FWIW, in about a year we will see a new version of Publisher. If you can
hold off, I would recommend waiting. It will be well worth the wait.
