Is there a way that I can use a bullet of my own in a list?

You can resize your image to small, this will work if the image
is simple. Word has this capability.

and interestingly, even though you can't create bullets in Publisher; if you
do the bullet list in Word (creating your own bullet), then paste into
Publisher as a Word object, it keeps the created bullets.
