What do you mean you "cannot decode it?" Is it not rendering properly? Are
you attempting to read a HTML message while your settings are to Read All in Plain Text? I'm guessing that you are receiving an HTML newsletter and it is not
displaying properly. Do you have trouble with other HTML messages? If so, look at Tools, Options, Read and uncheck Read All Messages in Plain Text. (For a quick workaround for the current message, press ALT+Shift+H) It that's not the issue, are you seeing HTML codes in the normal message reading window? If so, the message does not have the proper MME headers. Usually this a caused by a problem on the sender's end. It can also be caused by an anti-virus program scanning e-mail or an anti-spam program on your end that corrupts the message headers.
