Default Office 2003 upgrade erases file association

Anytime I upgrade one of our users from Office XP to Office 2003 it seems to
forget how to open JPG files. Often JPG is removed from the list of
extensions completely and I have to log in as the user and add it back and
make Picture Manager the default program. Why is that?
