Default Outlook should check names from more than one Contacts folder

When clicking Check Names in Outlook (2007 maybe others?) you only get the
names from the first Contact folder that has at least one match. if you have
multiple people named Tom in multiple contact folders you will not see them
all as possible targets for your email. Interestingly enough you will get
matches from any Contact folder (based on selected search order in the
Address book Options) but once a folder is found to have one match you will
receive all of the matches from that folder but no others.

Multiple contact folders are necessary as there is no other way to limit
what names are syncing with mobile devices - by moving Contacts you don't
need on your phone to Contact folders other than the first you can keep lots
of contacts with out making your phone Contact list unmanageable. I
understand you used to be able to control sync by categories which would work
but physcal separation by folders still seems to be the easiest to explain to
people.
