Default pdf file margins bigger than publisher file margins

When I convert to pdf in Pub 2007, the file margins are way bigger. My
printer will print the following: R and L .25 inch. Top .196, bottom .2. I
posted this question once, but it's not showing up. Usually you get a
confirmation about posting.

When I have it professionally printed (I've used this template before), the
margins are not so wide.

Are you using the Microsoft Save as PDF converter? Are you certain you are
using the letter option?
If you aren't using the Microsoft converter, try it, see if it makes a
difference.
