Default "Arrange subordinates" adjusts whole chart

I'm creating an org chart using Visio 2003 on Windows 2000. All boxes
are of type "Posiiton". For some of them, I make the connector from
the superior contact the subordinate at the side rather than the top
of the box.

When I right-click a box "A" and select "Arrange subordinates", the
whole chart is laid out again, including shapes and connectors that
are not part of the hierarchy under box "A". Not only are other
shapes moved about, but the connections that I made entering at the
side of some boxes suddenly revert to entering the top of some boxes.

Is the "rearrange subordinates" function a misnomer? How does one get
the professed functionality?

I notice that if I copy the whole chart onto a brand new org chart
file, "Arrange subordinates" does affect only the subordinates.
However, this is not an acceptable solution because the org chart
organizes itself completely anew when pasted into the new file. That
means much adjustment is needed to get it the way it was in the old
file. In fact, the old file was being made because an even older file
started to misbehave dramatically at some point. There has to be a
better way than to simply recreate the chart every time the placement
goes awry. There is so much work in recreating the chart that, in
this case, things start going awry evern before the recreation can be
completed.
