I can recieve but not send email

Default I can recieve but not send email

My server is an SSL server. I set up all the things I was supposed to
incoming mail requires ssl checked port 995.
outgoing mail requires ssl checked port 465. Both incoming and outgoing
require logon checked. Use same as incoming logon checked.
when I click the button that says test, everything works and I recieve an
email from the test, so the test can work the outgoing mail
server.

When I try to send an email from Outlook I get an error that the server
timed out.

What should I do?

Have you downloaded the Windows XP update? This solved the problem for me.
