Default Problems with Firewalls and FrontPage

I operate my own website using FrontPage
I have just converted to Broadband in the UK
Norton Firewall came with the package
Since converting I seem to be prevented from accessing FrontPage
The following message is presented "There is no server on port 80 at
localhost"
Can anyone advise?
What does this mean?
What do I do?
