Default Publice Folder Team Calendar timezone, all day event issue

We have a team calendar in Public Folders which our consultants can
access from their homes throughout the us. We created a custom Outlook
form which, when saving the appointment, makes it an all day event. We
do this so that the appts will show at the top of the calendar rather
than next to each other in different time slots, like 8am to 8:30am.

However, by doing it this way, we noticed that because our consultants
are in different time zones when making these appointments, that it
makes the appointment span into two days. I know this is a problem
with All day event.

Has anyone come across a solution to fix something simliar to this
problem or does anyone know of an Outlook add-in product that can
handle scheduling resources(a.k.a. consultants) appointments without
dealing with the timezone issue?
