Default conditional formating of a chart?

Can you place conditional formats on charts? I know you can with cells but I
want a chart to reflect distinction between values or a chosen number.

Has Excel 2007 made any improvements for conditional formatting of charts or
is your solution below still the best alternative?

Excel 2007 did not introduce any features that would make this easier.
It's really not so hard, either, it just takes a bit more effort.
