Default Move line to front

I have three lines over a bar graph and need to move one of the lines to the
front of all other items. I've tried moving it to the top in the dat legend
box and also putting it in a different column in the data.

I did an experiment with a chart having one column and two lines
If I used (in Excel 2003) Format Data Series / Series Order, or in Excel
2007 Select Data, I found that the series at the bottom of the list appear
on top of the other line
