Default Telephone dialling properties, Area Code Rules

In outlook 2003 I need help in configuring the Telephone dialling properties,
especially how to configure or edit the Area Code Rules. Can you point me to
a place where this is explained?

Default Telephone dialling properties, Area Code Rules

You do that in Control panel, phone and modem options. I don't know if
windows help covers it. Click New to add a new area code and create rules
for it.
