Default ActiveX security settings message from signature

I have OL 2003 and am getting a "Your current security settings prohibit
running Activex controls on this page. As a result, the page may not display
correctly" message.

I want to insert a simple 12k jpg logo into my signature. I have tried
turning down the security settings, i have tried copy and pasting rather than
using Word as the editor, I have tried the signature in text only...but that
of course strips out the logo.

Why on earth would Outlook have this problem?? I see dozens of messages here
relating to the same problem. Can't this be resolved???
