Default Cross functional chart

I am working with a Visio chart where everytime I open the file the title
band shifts down to the middle of the page. I move it back, protect the
format, and save and when I open the file again it moves it back to the
center.

I tried creating a new drawing and copying a title that is work and it does
the same think on the set up. I think it must be something in the template
set up but now sure.

Any ideas of what I am doing wrong?
