Default Calendar Alerting to Conflict

Problem

Our exchange server has a shared resource calendar. Users are scheduling
resources and not seeing / ignoring the warning that there is a conflict.

Question

Could someone advise on how to create a popup alert dialogue saying that
there is a conflict? The simple solution would be to have them read the
screen. However, this problem is probably best resolved via a pop-up
dialogue that stops them and warns of conflict.
