MS Picture Manager available without Office 2003?

I am wondering if it's possible to obtain MS Office Picture Manager (which
installs with Office 2003) outside of the office suite. We are teaching a
basic digital photography class and want to demo Picture Manager. Our
classroom PCs have Office 2003 and therefore also have Picture Manager, but
students may not have Office 2003 at home. Is the Picture Manager utility
available as a download, so that we can refer students to this?

I don't believe so, but have you taken a look at Picasa? It's owned by
Google and is a lovely photo manager and editor.
