Default "Office" License options for 2 concurrent users in small Business

We are looking for a low cost method of having excel and Word available to 12
users who rarly make use of these packages. Can you still obtain a license
that can reside on our network but be limited in the concurrent users?

You need to contact the fine folks at Microsoft to ask that question. It's

Concurrent licenses do not exist for Office - check with your local
Microsoft Reseller for licensing information.
