Word 2003 Print Layout View doesn't show the whole page

Default Word 2003 Print Layout View doesn't show the whole page

I'm just starting with Word 2003.

If I select View = Print Layout, the entire page doesn't show (with
appropriate zoom selected). As I recall, the entire page did show in
earlier versions of Word.

The top of the page is truncated. The View begins with the first line
of text. If I insert a hard page break, then no part of the page
beyond the hard page break shows. I can "fix" this by putting some
dummy info into a header and footer, but if the document doesn't
really have a header or footer, the truncated view is what I get.

This behavior makes it difficult to do page layout, except by
constantly switching into and out of Print preview.

How do I get Word 2003 to show the entire page in View = Print Layout
no matter what information is entered onto the page?
