Default Multiple users access at once

I'm a teacher and I am trying to have a Microsoft Publisher document on a
public drive for a project. I want the children to be able to open a template
I created from the public drive and them open it, edit and save it elsewhere.
Whenever they try to open it I receive the message that the document is
locked by another program. Any help

I suggest you copy the template to the local drive, then open it.

Won't the file end up being the version of the last individual to save the
file?

I didn't get the impression the students were using the same publication,
only the same template. You cannot save an edited template, it has to be
saved as a new publication.
