Hello,

I have version 6.0.2800 IE and use Outlook Express. I
have SP1 and all the latest Critial Updates installed. I
have a recurring problem once I have connected (using
dial-up) to my ISP. The problem is both with trying to
go to *any* Web site (I just get an 'unable to connect to
server' message) or access Outlook Express (I get the
error message "The connection to the server has failed"
along with Port 110, Socket Error 10060, and Error
#0x800CCC0E).

I have spent a lot of time with my ISP, who haven't
helped at all. I have examined the MS Knowledge Base and
have found articles 208814 and 302339, but at the bottom
of these 2 articles where it states which products and
versions the article applies to, it doesn't include the
latest versions like I am using.

Can anyone help me with this?? Generally what I have to
do is disconnect from my ISP and simply try again until I
can gain access to Web sites and to my e-mail. What a
pain!!

For some reason, this particular error is caused by different things
for different people. This is what I have to offer.

10060 & 0x800ccc0e

Turn off the e-mail scanning in your anti-virus. You will still be
protected.
http://service1.symantec.com/SUPPORT...ail,protection

If no joy, check your firewall settings.

Can't receive - Port 110 Blocked

Can't send - Port 25 Blocked

If that doesn't help, let us know, but you'll have to wait for
another opinion. This is all I have.

Thank you very much for the response. I am using McAfee
A/V version 7 and have the latest upgrades to it. I have
indeed disabled e-mail scanning and, once I did, I
started getting error messages 0x800CCC0D with socket
error 11004. The 2 error messages that I received
mentioned not being able to find my SMTP host (port 25)
and not being able to find POP3 host (port 110).

Any more suggestions gratefully accepted! I'm at whit's
end. I am having to re-dial into my ISP up to 6 times
before I can finally get into e-mail and be able to surf
to *any* Web site. Sheesh! I'm about ready to try
another e-mail program, although that won't solve my
trouble with Web surfing.

Check your settings for POP3 and SMTP servers under Tools/Accounts/Mail tab
for the account involved. Many AV programs reset these to 'localhost' or
'127.0.0.1' upon installation and that could be the cause of the problems
you are having.

For your Internet Explorer problems, might want to post the question in an
Internet Explorer newsgroup where you might get better suggestions.

Generally speaking, failures to connect to servers are usually a result of
DNS issues, a badly configured 'host' file, or typos in server names;
depending upon the program generating the error.

As mentioned, anti virus mail scanning programs often change the server
names in the mail client. This is also true for any other email proxy
programs run locally, such as spam filters. You need to make sure that you
either configure the proxy chain properly for the connections, or disable
the proxies and configure the mail client to directly connect to the server.
This last would include using the proper server name in the server field of
the program.

For surfing, issues can be problems with your ISP's DNS servers, bad
configuration of the DUN (so it doesn't see the DNS servers), or bad
configuration of a 'hosts' file. Firewalls and SPI routers can also cause
these kinds of problems. There is some scumware known to modify the 'host'
file to prevent you from reaching sites which offer tools for removing
scumware. Without more specific symptoms, I can't offer more specific advice
on your surfing difficulties.

I was reading a thread in another NG and someone seemed to have the same
problem as you connecting to web sites even though they were connected
to the internet. This was the suggested fix, and won't hurt.

I have some more to add to this nasty little problem as I have had this 0x800CCC0E error message chronically on my systems as well. I have had it come up with Outlook running on Win 9x and Win 2000 Pro with Symantec Enterprise Edition Anti Virus. I have also had a paid visit to Microsoft Support and they gave me a solution that did not work.

The problem and fix I have found is that there is a conflict that can occur between the anti Virus and Outlook that intermittently causes this error message to occur.

I found that if you set up Outlook and install the anti virus after all your email settings are established it handle the problem. If you add a new email address or change the settings on the properties you will start to see the error crop up. What you have to do is totally uninstall your anti virus make all the FINAL changes to your email settings and then reinstall anti virus. Evidently once this gets disrupted by changes after the fact it starts to generate errors. What a pain but it seems to get rid of this problem.
