It is not possible. An Access database needs the Access software (either

This provides tools and license to create and distribute the Runtime version of Access which allows a user without a registered copy of Access to run, but not create or design Access apps. This is not inexpensive nor without its "issues". An Access app run with the Runtime has to be much more of a finished application than a file run under the licensed version. The normal Access interface is not available to the user in the Runtime. That means no db window and none of the built in toolbars and menubars. All of these have to be provided by the developer of the app. In addition there are a handful of features which simply don't work in the Runtime.
