How do I insert a photo file which always comes in square to now fit into a shaped frame, like round or oval? Can this be done in Publisher or do I have to shape it in another program first?

It is always better to edit photos in another program. Depending on your version of
Publisher you can create a shape with the autoshapes. Select your created shape,
click fill, fill effects, picture tab and browse to your image.
