Is there a way to block messages from a certain e-mail address and to have that person know that I am not accepting e-mails from them?

You could create a new template with any message you want, and then create a
rule to reply to a specific senders' address with your new template message.
The same rule could also delete the message once the auto-reply has been
sent. It's all in the Help files under "Create new Office message" and
"Rules Wizard".
