Default can not see all contacts in contact list

I have a client that has recently upgraded to office 2003.
She has been given delegation rights to another users
contact folder. When she goes into the folder she does
not see all of the other user's contacts. However if she
does a search for the contact it shows up.

I have verified the following. She does not have a filter
on; she has been given editor and then owner permissions
to the contact folder. None of the contacts have been
made as personal that I can tell.

The only thing is that when they converted the person
that this user has rights to, he had two contact folders
that were combined into one for 2003. Need some
suggestions as to where to go from here.
