Windows Server 2000 came with IE5 and OE5. When you installed SP2 or SP3 (do not remember exactly) it Upgraded IE to version 6 which in turn changed OE5 to OE6 at that time. If you don't want users to use OE, then you can make the inbox readonly and OE then won't start.
