I have publisher 2003 xp, do I have to buy a copy of vista to install on new

Vista and XP are operating systems, Publisher 2003 will work just fine on either
or both.

If you purchased your copy of Publisher separately from your computer, no.
If it came preinstalled on the old computer, yes.

You misread the question. Why would the OP have to buy Vista, an
operating system?

The OP said they have a new computer. If their copy of Publisher was an OEM
version on the old computer, then they need to purchase another copy of
Publisher. I don't believe the OP meant to ask if he/she had to purchase
Vista.

actually the op makes no sense
yes he would need an operating system
