Default cannot send or receive messages

I am running XP H/Edition. Outlook 2003. I imported/exported all address &
prior email settings from OE and they all showed up but I cannot send and
recieve messages. I also configured pop3 and stmp, etc. I read threads,
searched help sites, no luck. By hitting send/rec that icon stays up for less
than a second.

any suggestions? (I will probably view my replies in the morning). Thanks in
advance.

With Outlook closed, open Control Panel, Mail Applet, account settings. What
does test accounts return?

I checked the "enter netwrk psswrd" it gives me my server which is
pop3.tulkofff.com (my co. name), my name and psswrd. I checked the "general"
tab which had two names - I left my name. Opened Outlook again but no luck.
My out box is holding all "test" mssgs from days ago. still can't send/recv

On the email account window showing settings there is a Test Account
