Have you created a template? I don't think in 2003 "My Templates" will be active
unless you have created a template. Open one of your Publisher files, save as,
files of type, Publisher template. Is the "My Templates" active now when you
open Publisher? You can delete the newly made template. It is stored in a folder
similar to this:

(XP) C:\Documents and Settings\user name\Application
Data\Microsoft\Templates

(Vista) C:\Users\user name\AppData\Roaming\Microsoft\Templates

Publisher 2007 is missing My Templates altogether. My only suggestion is to
browse to the template folder.
