Default "?" appearing instead of apostrophe " ' " in replies

I have a user who when sending an e-mail with for example "can't" it will
send okay and appear okay in his Sent Items.

However when someone replies and you read his original message in the e-mail
history. "Can't" now appears as "Can?t"

Any ideas?

Sounds like a disagreement in the Windows encoding used. The sender and
receiver should compare their settings in ToolsOptionsMail FormatFonts
and International Options.

Both users are on the same version of Outlook 2003.

They both have the same IMAGE of an IBM laptop, and they both have the same
International settings.
