Default Vertical alignment on last page of section/chapter

My customer wants every page as full as possible in his book. After hunting
around I discovered Vertical Alignment - Justified and thought I'd solved the
problem. The snag is that the last page of the chapter/section is also
vertically justified, with some pretty strange results depending on how full
the page is. Is there a way to tell Word not to vertically justify the last
page of a section?
