Default Line on Report

Using Access 2003
When I print preview a report in my DB there is a line visible - When I
preview it in design view I cannot see it. Is there a property or something
else that controls this?

"preview it in design view" This is a bit confusing. You might see Layout
Preview, Print Preview, or Design View on your screen. Is there a line
control or possibly code that draws the line?

Which actual view doesn't display the line?

Sometimes lines are hidden in the top of the section bar in design view e.g. there may be a line in the page header that is right at the top of the details header. Place your mouse cursor in the page header just above the detail header, press and hold the left button and drag it over the detail header. When you release it, if there is a line there you will see the boxes at the ends and in the middle of the line.

There is no line control or code that draws the line - What else could it be?

Default Line on Report

The only way a line will display or print on your report is if there is a
control or code to create the line. If there is no code, I expect there is a
line control that sits at the top or bottom of a section.
