Default I do not see a new mail alert notification when new email arrives

After purchasing my new computer w/ XP and MS Office, I made the mistake of paying a subcontractor to Dell to do the data migration. My MS Outlook was a mess. Duplicate personal folders, inability to access address in contacts calendar was not functioning etc. A second tech came and unistalled and reinstalled MS Office but the problem was not cured. I eventually did a detect and repair and was able to wipe the registry and am now up and running. However, for some reason the new email message alert does not function. I have gone to the appropriate drop down menus which address this functionality but to no avail. Anyone out there who can help me?

utlook 2003? You mean the envelope in the Notification Area or the message
pop-up?

The message pop-up only shows when the message is delivered to the Inbox. If
you use rules to organize your mail you must also specify in the rule that
it must show thepop-up message.

When I had MS Outlook 2000 (old computer), when new email arrived an alert would pop up in the middle of the computer screen saying new email has arrived read now "yes" or "no". I suspect that MS Outlook 2003 has some sort of equivalent, but when new email arrives, I do hear a sound and in my inbox there will be a highlighted number specifying that a new email or emails have arrived and are unread. I do not receive any other alerts such as the envelope and I have not figured out how to configure the message alert function to have a message alert pop up. Any further help would be greatly appreicated.

That option has indeed been dropped. The Envelope is still there (as I
posted the link for in my previous post). In Tools- Options- tab General-
button E-mail Options- button Advanced E-mail Options... you can both set
the Envelope and New Mail Desktop Alert.
