Rule to only accept email To me

How can I have a rule to accept only email
To my specific email accoutn.

Ex To:

I only want email to come in that specifically contain my
vaild email address, not some variation of, of some
mass mailing list.

This would be much easier than have multiple rule trying
to elimiate spam, because most of my spam they
don't even have my valid email address in the TO line.

Any ideas?
