Default Master document won't save page breaks

I am having a tough time getting Word 2000 to save odd page section breaks
in a Master Document.

I can change the breaks and Word displays them as odd page section breaks,
but when I save the master document and then close and reopen the master
document, the changes I made are no longer there.

Both the Master Document and the sub-documents are all .html files.

Since I was having such a hard time with this, I created a very simple html
master document with 2 1-line subdocuments. As I added the subdocuments
(which I first created separately), Word added a continuous section break
inside each subdocument, and a next-page section break in the master
document between each sub-document.

I then saved the mstare document and closed and reopened it. Everything was
as before.

I then chagned one of the next-page section breaks to an odd-page section
break. Word seemed to be ok with this. But after I saved, closed and
reopened the master doument, the odd-page break was gone and the next-page
break was back!

Anyone have any idea why this is happening?
