MS Fax not dialing calling card for long distance

I have my calling card information set up and selected for the
location that I am faxing from, but MS Fax dials the long distance
number without dialing the calling card information first. I am stuck
and asking for help

Windows XP Fax service will not process dialing rules unless the phone
number to which you are sending the fax is in "international format."
