Default Reduce the size of an Publisher created one page e-mail

The document I created comes up very large in a number of differnt browsers
when sent as a message. If I go into Page Setup and reduce the size by
choosing custom , I lose part of the document when it's sent. There is white
background for the template that seems to be all that changes, but my
document does not change size when I change it in Page Setup.
