Default Postal Code FSA's in Excel as X and Y axis

I am trying to build a rate guide in Excel using the FSA's (or first
three digits of postal codes) as the X AND the Y axis, then assigning
a value to each match, ( FOR EXAMPLE: M5B to M5B equals $5, while M5B
to M4V = $12 dollars ). How do it make the query for other people to
find that?
