Specifically only works in Office 2007.

Resolution has an effect on size. But image compression has just as big
of an effect. You can have a extremely high resolution graphic (2400 dpi) that is compressed 95% may only be a hundred kilobytes or less. Images from my 8.1 megapixel camera are about 4MB with super high quality JPEG compression. But when you edit the image it is almost 18MB uncompressed.
