I think you want to,

Insert
Page
In front of the first page

Now page one is blank, page two is the first printed page and page three is
the second printed page.

I want it to look like the first page of the first section. It is a right
facing page by itself. There is no blank page in front of it.

Unless you are creating two separate booklets, then that is impossible.
Every right-hand page is preceded by a left-hand page apart from page 1.
If you are creating two separate booklets, then that should really be
done as two separate publications.

We need some information:

Are you creating a booklet?

Do you want page 1 of the booklet blank?

Do you want all even pages blank?

Do you want all odd pages blank?
