Default "Enter network password" - how do I get past this?

I have tried to install a new e-mail account on my old -03 Outlook. I have
entered all the information that my IP told me I needed to enter, and yet I
keep getting this prompt to "enter network password" both for my outgoing and
incoming server. I am now stuck, and getting very frustrated. Outlook will
not let me pick up my mail from the server unless I enter the "network
password" that does not exist. Anyone know what to do (or what I mean?)?
