Default Are cheap ($70) offers for MS software legal?

I keep getting email offers to sell me many brand names of software for about
$70, no matter what the normal retail price is. The software comes as a
download or maybe a disk, with no further help or manuals. Is this software
legal? Why is it so cheap? Is this like a Nigerian bank offer?
