Default How do you freeze text in a a created form?

I created a form in publisher. I would like to freeze the text so when I
fill out the form the text already in the form doesn't move.

Can you help?

Put the form on the Master page. Create text boxes on the Publication page for
the fill-ins. You can link the text boxes, so when you fill in the information,
click the link arrow, the next box will be available. You only have to link
these boxes once.
