Default Cannot Start Microsoft Outlook

Does it work in Outlook Safe Mode?
Start- Run; outlook.exe /safe
(note the space in the command)

Tried it with creating a new mail profile already?
It could also be that you have an add-in installed which requires
administrator permissions in order to work correctly. Outlook itself can be
run as a normal user as well.
