Default Permanent Placement of Comments

Is there any way to permanently move a comment? A comment
that appears at the far right of the screen cuts off any
verbiage that will not fit on the screen. User cannot
move the comment, since the worksheet is protected. Is
there a way to permanently move the comment to appear
ABOVE the cell instead of BESIDE it?
