Default Office/Outlook 2003 Setup using Custom Transform

I created a custom transform for Office 2003 Standard to configure the
Outlook profile to point to our Exchange 2003 server and disable the Exchange
Cache Mode. Now management has decided they want to enable the Exchange Cache
Mode. I created a new transform, removed and reinstall Office 2003 with the
new transform on our Windows XP image. However, when I log into our test
image pc and launch Outlook Exchange Cache Mode is still disabled. Where am I
going wrong?
