Slow Response Exchange 2003 Calendar Access by Delegates

After upgrading to Exchange 2003, delegates accessing
shared calendars experience slow response times updating
recurring appointments or creating new meetings. The
delegares experience Outlook 2000 or 2003. The actual
users do not experience slowness within their calendars.
The delegates do not experience slowness with their own
calendars. The calendars are also simultaeneously
connected to through OWA (2003) and syncronized with good
handheld devices.

The delays can be up to 6 minutes before the calendar
updates, basically frozen during the wait.
