You can change it by purchasing an English version of Windows 7

The display language is the language that Windows uses wizards, dialogs, menus, Help and Support topics, and other elements in the UI. Some display languages are installed by default, but others require you to install language files. When you change the display language is changed and not changed your home screen user. If you want to set the language for multiple users or the Welcome screen, see Apply regional settings and language accounts reserved.
