Default Read Only Database

I have a 2000 .mdb that I need to disribute to indviduals with no common
server. Meaning that I have to send the database via e-mail, and each
individual operates out of thier own copy of the database. I need to come up
with a way to place the distributed database in read only status that cannot
be removed. I do not want the individual users to be able to make any
changes to the database what so ever. I have found that using permissions
will not work, because they will be different from machine to machine. Any
setting read only status through the properties menu can be removed. Is
there anyway to distribute my database in a read only status that cannot be
removed? Thank you in advance for you help.

Default Read Only Database

Convert the mdb to mde and apply user level security, but give the default
admin user open/run db and read object/data permissions instead of removing
all permissions for the admin user. Don't distribute the secure mdw file
with your mde. User's will use the default mdw file to open the db for the
limited permissions on the admin user.
