Default Visio Viewer 2003 - Hyperlinks do not work

I have created a drawing in Visio Professional 2003 which uses hyperlinks to
move between pages to drill down into the document, so the Hyperlinks are
referencing the same document but a different page in that document. When
using Visio Viewer these hyperlinks do not work, the document just resets to
the page the document opens to.
